Sets aside some National Forest lands in Oklahoma as wilderness to protect their natural features, watersheds, wildlife habitat, scenic and historic places, and to support scientific study and primitive recreation like solitude and physical challenge. Studies by the Department of Agriculture (called RARE II) found areas with strong wilderness value. The studies also found lands that do not have wilderness qualities or that have important energy, mineral, timber, grazing, or other uses, and those lands must remain available for nonwilderness, multiple uses under land planning rules. Also creates a national recreation area in the Ouachita National Forest, two botanical areas for rare plants, a national scenic area, and a national scenic and wildlife area to protect and enhance scenic and wildlife values for public enjoyment.
