§460vv–6 Winding Stair Mountain National Recreation Area

Summary

Creates the Winding Stair Mountain National Recreation Area inside the Ouachita National Forest in Oklahoma to protect natural, scenic, historic, pastoral, and fish and wildlife values and to improve recreation. The area covers about 26,445 acres shown on a map for the proposed recreation area dated March 1988, which is kept on file. The Secretary of Agriculture must, as soon as practicable after October 18, 1988, file a map and legal description with the House Committees on Interior and Insular Affairs and on Agriculture and the Senate Committee on Agriculture, Nutrition, and Forestry. Those documents have the same legal effect as if written into the law and are available for public inspection in the Office of the Chief of the Forest Service. The Secretary must manage the area under the laws and rules that apply to national forests in ways that best protect the values named above and enhance recreation. Resource use is allowed only if it does not harm those purposes. Timber sales must not reduce scenic value, and practices that would hurt the views from Talimena Drive or Holson Valley Road are not allowed. Timber management should use uneven‑aged methods, but even‑aged methods are allowed for public safety, to fight fire, insects, or disease, to create scenic views or recreation, or when cuts are out of sight behind natural barriers from the two roads.
