§460vv–6 Winding Stair Mountain National Recreation Area

Summary

Creates the Winding Stair Mountain National Recreation Area in the Ouachita National Forest in Oklahoma to protect natural, scenic, historic, pastoral, and fish and wildlife values and to improve recreation. The area is about 26,445 acres as shown on the map titled "Winding Stair Mountain National Recreation Area—Proposed," dated March 1988, which is kept for public inspection in the Forest Service Chief’s office. The Secretary of Agriculture must, as soon as possible after October 18, 1988, send a map and legal description to the House Committee on Interior and Insular Affairs, the House Committee on Agriculture, and the Senate Committee on Agriculture, Nutrition, and Forestry; those files count the same as if written into the law, and small clerical errors may be fixed. The Secretary must manage the area under national forest rules to meet the protection and recreation goals. Resource use is allowed only if it does not harm those goals. Timber sales must not hurt scenic values or views from Talimena Drive or Holson Valley Road. Uneven-aged timber management is required, except the Secretary may use even-aged methods for public safety, fire, insect or disease control, to create vistas or recreation sites, or when cuts are hidden by geographic barriers from those roads.
