The lakeshore must be run, protected, and developed under the Act of August 25, 1916 (39 Stat. 535; 16 U.S.C. 1, 2–4), as changed, and under section 101511 of title 54. The Secretary may also use any other conservation or resource-management law if the Secretary finds it will help the goals of this subchapter. Even if subsection (c) of section 460w says otherwise, the Secretary of the department that operates the Coast Guard may operate and service any Federal aid to navigation at the Ashland Harbor Breakwater Light while it is needed for navigation. That Secretary may enter the light or its navigation aids at any time, and may enter without advance notice when notice is not possible. The Secretary may also make agreements with the City of Ashland, County of Ashland, and County of Bayfield, Wisconsin, for joint law enforcement and emergency services inside the lakeshore.
