Within 2 years after November 18, 1988, the Secretary must make a long-term plan to manage and protect the conservation area. The plan must be made with public input and must include steps to protect riverbanks and water, wildlife, archaeological and fossil sites, and the area's scientific, cultural, educational, and recreational resources. The Secretary must recommend to Congress whether more land should be added, can work with state and local agencies under section 1737(b) of title 43 to carry out the plan, and can approve research on environmental, biological, hydrological, and cultural resources under section 1737(a) of title 43.
