The Secretary must use public and private help to make a plan for using and keeping the Area’s renewable natural resources. The plan must study the Area’s resources, show proposed boundaries, outline land use and management with possible cooperation with California and local governments, report expected costs and economic effects (including costs to the United States), and include the Secretary’s evaluation of the public interest.
