An advisory council must be created to advise the Secretary on managing and developing the Oregon Dunes National Recreation Area. It may have up to 15 members who serve staggered three‑year terms. Appointments include one member from each county that has part of the area (picked by that county), one member chosen by the Governor of Oregon, and up to 11 members the Secretary picks from people or organizations with an interest. The Secretary names the chair and fills vacancies the same way. The Secretary must also get input from other private groups and individuals. Council members are not paid, but the Secretary may pay reasonable expenses they incur.
