The Secretary must allow hunting, fishing, and trapping on lands and waters he manages inside the recreation area, as long as people follow U.S. and Oregon law. He can set areas or times when those activities are not allowed for safety, management, or public use. Unless there's an emergency, he must consult the proper Oregon fish and game agency before putting such rules into effect.
