The Interior Secretary and the Army Secretary must appoint members to a Tri‑Rivers Management Board, or to a similar Minnesota group, to coordinate land use and management for the Mississippi, Saint Croix, and Minnesota Rivers within the Saint Paul–Minneapolis area. They may assign federal staff to the Board if the Board repays the cost. Up to $100,000 a year is authorized, and federal funding cannot be more than one‑third of the Board’s yearly operating costs.
