Once the plan is approved, the Secretary can give grants to Minnesota or its local governments to pay up to 50 percent of the cost to buy or improve lands, waters, or interests in the Area for the plan’s purposes. The Secretary can make agreements to help plan and explain public, nonfederal lands in the Area and must provide technical help the Secretary considers appropriate to carry out compatible programs. Nothing here changes Minnesota’s or its local governments’ power to use civil or criminal authority, enforce fish and wildlife laws, or tax people, businesses, or property on the lands and waters in the Area.
