Creates an Aquatic Nuisance Species Task Force made up of federal officials. Members include the Director, the Under Secretary, the EPA Administrator, the Coast Guard Commandant, the Assistant Secretary, the Secretary of Agriculture, the directors of the National Park Service and the Bureau of Land Management, the Commissioner of Reclamation, and any other federal agency heads the co-chairs pick. The Director and the Under Secretary must serve as co-chairs and lead the work. They must make a written agreement about their roles within six months of November 29, 1990. The co-chairs must consult with other members, invite representatives from four named regional programs and state or other government bodies as ex officio members, may invite nongovernment observers, and must coordinate actions with regional, State, and local entities.
