After July 12, 1951, mining patents transfer claim’s mineral deposits and allow cutting mature timber needed to take and process them under approved forest rules; the United States retains the land surface and products, and no surface use beyond what is reasonably needed for mining or prospecting is permitted only under Department of Agriculture or Interior rules.
