Title 16 › Chapter 69— WILD EXOTIC BIRD CONSERVATION › § 4914
The Secretary can make rules that require marking or keeping records if those rules will greatly help enforce the bans on illegal bird trade. The rules can apply to any exotic bird imported after October 23, 1992, or to birds hatched after that date that are offered for sale and are from species whose export is banned and that face high levels of illegal trade. The Secretary must try to make sure the rules do not discourage captive breeding of exotic birds.
