A State can only join the pilot program if the Secretary approves its application. The application must say what the electronic stamp will look like and what licensee details it will show, if the State will charge a fee, how the State will track money and send required payments to the Secretary, how customer data and stamps will be sent or delivered, how replacement stamps will be issued, and any other information the Secretary asks for. At least 30 days before the Secretary starts taking applications, the Secretary must publish the deadlines, who can apply, and the rules for choosing States.
