Defines key words used in the chapter about conserving and managing migratory fish in the North Pacific. Anadromous stocks and anadromous fish: species listed in the Convention Annex that migrate into the Convention area. Convention: the Convention for the Conservation of Anadromous Stocks of the North Pacific Ocean, signed in Moscow, February 11, 1992. Commission: the North Pacific Anadromous Fish Commission created by the Convention. Convention area: waters of the North Pacific and nearby seas north of 33 degrees North Latitude and beyond 200 nautical miles from the baselines used to measure the territorial sea. Directed fishing: fishing aimed at a particular species or stock. Ecologically related species: marine species linked to anadromous stocks, such as predators and prey. Fish: finfish, mollusks, crustaceans, and other marine animals and plants, but not marine mammals or birds. Fishing: catching or harvesting fish, activities likely to catch fish, and at-sea operations preparing for or supporting those activities. Fishing vessel: any ship that fishes, processes, transports fish loaded in the Convention area, is equipped to do so, or supports such ships. Incidental taking: catching one stock while targeting another. Party: Canada, Japan, the Russian Federation, the United States, and any nation that may join. Authorized officer: a law-enforcement official allowed to enforce this chapter under section 5008(a). Enforcement officer: a law-enforcement official any Party authorizes to enforce this chapter. Exclusive economic zone: the zone set by Proclamation Numbered 5030, dated March 10, 1983, with its inner boundary at the seaward limit of each coastal State. Secretary: the Secretary of State. United States Section: the United States Commissioners to the Commission.
