The Secretary of the Interior may allow prospecting, development, and use of mineral resources on public lands inside Minnesota national forests when those minerals are not covered by U.S. mining or leasing laws and no other law lets them be developed. He must set general rules and terms he thinks are best, and he can only permit development if the Secretary of Agriculture agrees. Money from any permits or leases must go into the U.S. Treasury and be shared the same way as other national forest revenue under sections 499 to 501.
