Sets the meanings of key words used in the chapter. Coastal fishery management plan — a plan made and adopted by the Commission that reports on a coastal fishery’s status and tells States what conservation and management steps to take. Coastal fishery resource — any fishery, species, or stock that moves among or is widely found in waters of two or more States or in State waters and the exclusive economic zone. Commission — the Atlantic States Marine Fisheries Commission created under the interstate compact approved in Public Laws 77–539 and 81–721. Conservation — restoring, rebuilding, and keeping coastal fishery resources and the marine environment so fish remain available long-term. Councils — the Regional Fishery Management Councils created under section 1852 of this title. Exclusive economic zone — the U.S. zone set by Proclamation Number 5030 (March 10, 1983), with an inner edge at each State’s seaward boundary and an outer edge 200 nautical miles from the baseline. Fish — finfish, mollusks, crustaceans, and other marine animals, but not marine mammals or birds. Fishery — one or more stocks treated as a unit for management (based on geography, science, technology, commerce, recreation, or economics) or the fishing for those stocks. Fishing — catching or trying to catch fish, or doing activities at sea that support those efforts. Implement and enforce — pass and apply laws or rules needed to follow a coastal fishery management plan and make sure people in the fishery obey them. Person — any individual, company, group, or any government or part of a government, domestic or foreign. Secretary — the Secretary of Commerce. State — Maine, New Hampshire, Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Pennsylvania, Delaware, Maryland, Virginia, North Carolina, South Carolina, Georgia, Florida, the District of Columbia, or the Potomac River Fisheries Commission.
