Title 16 › Chapter 71— ATLANTIC COASTAL FISHERIES COOPERATIVE MANAGEMENT › § 5105
The Commission must declare a State is not following a coastal fishery plan if the State did not put the plan into effect and enforce it by the deadlines in the plan or under section 5104. If the Commission makes that finding, it has 10 working days to tell the Secretaries why and to give a clear list of fixes, and it must send a copy to the State. The Commission keeps watching the State and, once the State completes the required actions, must immediately take back the noncompliance finding and promptly tell the Secretaries.
