If lands in townships 1–3 north, ranges 9–13, Forest and Perry Counties, Mississippi, bought or to be bought under Act approved March 1, 1911, are chiefly needed for a National Guard encampment or related military purposes, the Secretary of Agriculture may convey full title to those lands to the State of Mississippi or the Department of the Army, provided the Treasury receives or records sums equal to what the Department of Agriculture spent; those sums must be available to the Secretary for buying other lands under the Act.
