Anyone who gets land under the law must pay reasonable administration, survey, and appraisal costs, as the Secretary decides. The Secretary can, when setting the land’s value, leave out improvements made by private people if that would help the public. For road rights-of-way, the person receiving the right-of-way must repay the United States for improvements the United States made. The Secretary can waive these charges or reimbursements when it would serve the public interest.
