The Secretary can require people who use a Forest Service road, including buyers of government timber and other products, to keep the road in good condition. Each user must do or pay a share of maintenance that matches how much they use. The Secretary can also require rebuilding when needed. If users cannot do the work, they must deposit money to cover their share; funds may be pooled when practical, used until spent, and any leftovers refunded or put into government receipts.
