Creates a Forest Service Legacy Road and Trail Remediation Program. The Secretary must use the program to fix and protect roads, trails, culverts, bridges, and fish passages on National Forest lands. Work can include fixing or replacing culverts, removing barriers to let fish move, closing and removing unauthorized user-built roads and trails that are not on official maps, preparing closed roads for long-term storage to stop vehicle use and protect nearby resources, fully decommissioning closed roads and trails, moving routes to be safer from floods and other disasters, converting roads to trails when appropriate, decommissioning certain temporary roads (including roads built before November 15, 2021 for emergency or resource projects, roads the Secretary marked temporary, or temporary roads that were not properly restored), and improving resilience of roads, trails, and bridges to extreme weather. The Secretary may only fund projects that prepare or decommission previously closed roads if the agency first asked for public comment about changing the road’s status and has already closed it. Most projects must be on official National Forest System roads or trails, except for removing unauthorized user routes or work in watersheds under a cooperative agreement. The Secretary must set an annual selection process, get regional public input, and prioritize projects that protect public drinking water sources, restore habitat for threatened or sensitive species, or keep future access for people, contractors, permittees, or firefighters. The Forest Service must post the selection process and a yearly list of funded projects and expected outcomes online. Projects must follow forest and travel plans, support emergency needs, and avoid harming nearby resources when possible. Funding a project does not change other decisions about road or trail closures.
