The Secretary keeps the power to decide if lands in the Protection Area are suitable to join the National Wilderness Preservation System and can send recommendations to Congress. When the Arapaho/Roosevelt National Forest plan is first revised after August 21, 2002, the Secretary must evaluate the lands covered by the management prescription in section 539l(d)(1)(F) for possible inclusion and tell Congress the recommendations.
