The Secretary must set up an advisory council for the Area and meet with it regularly about how the Area is managed. The council can have up to 11 members who serve staggered three‑year terms. Appointments are: one member from each county that contains part of the Area, chosen by that county’s governing body; one member for the State of Oregon, chosen by the Governor; and up to eight members chosen by the Secretary from people or group representatives interested in Area management. The Secretary picks the chair and fills vacancies the same way. Members do not get a salary but are paid travel costs and may get per diem or subsistence. The Secretary must also ask for input from other federal, state, and local agencies (those involved with zoning, planning, fish and wildlife, water, and natural resources), nonprofit groups, and the public so that many views help guide management.
