The Secretaries of Agriculture and the Interior must offer yearly training to certify volunteer firefighters for fires on National Forest, National Park, and BLM lands when each Secretary decides volunteers are needed. They must use existing authority to run the training and check whether colleges and other public or private groups can provide the courses. The law says “educational institutions” includes schools set up under the Morrill Act (July 2, 1862) and the Second Morrill Act (August 30, 1890). Not later than one year after May 9, 1990, the Agriculture Secretary must report to Congress on National Forest regions, and the Interior Secretary must report on BLM lands by State and on National Park regions. Those reports must list presuppression needs and give estimated funds needed for fire prevention, fuel reduction, training, and seasonal fire crews.
