Beginning in fiscal year 1993 and each year after, only emergency rehabilitation and wildfire suppression costs that are more than the average of those costs for the previous ten years count as "emergency requirements" under section 901(b)(2)(D) of title 2. Those excess amounts have been designated that way starting on November 13, 1991.
