Title 16 › Chapter 76— NORTHWEST ATLANTIC FISHERIES CONVENTION › § 5601
The Secretary must pick no more than 3 people to act as United States Commissioners to the Northwest Atlantic Fisheries Organization. At least 1 must come from the commercial fishing industry, exactly 1 (no more than 1) must be a government official, and 1 other (not the government official) must be a voting member of the New England Fishery Management Council. Each Commissioner must know about the fisheries covered by the Convention. The Secretary sets each term, but no term can be longer than 4 years. A non-government Commissioner may not serve more than 2 back-to-back terms. The Secretary can name an Alternate Commissioner for any planned absence, and that alternate can do everything the regular Commissioner can. The Secretary also must appoint up to 3 United States Representatives to the Scientific Council. Each must have scientific knowledge about the Council’s issues, and at least 1 must be a government official. Terms are set by the Secretary, may be up to 4 years, and can be renewed. Alternates may be named and have full authority when serving. Commissioners, alternates, Representatives, and their alternates may bring experts and advisers to meetings. They must work with the Regional Fishery Management Councils and consult the committee created under section 5607. Chapter 10 of title 5 does not apply to those coordination and consultations.
