Money for the Department of Agriculture that comes from any source other than the Act of June 7, 1924 (43 Stat. 653) must not be used to carry out the programs in sections 564, 565, and 566. If those programs are not enough to meet the needs or purposes of other laws, then money specifically appropriated to the Department or made available under other laws may be used only as much as is needed to carry out those other programs.
