Title 16 › Chapter 77— YUKON RIVER SALMON › Subchapter I— IMPLEMENTATION OF INTERIM AGREEMENT › § 5703
The United States must have six people on the Panel. One is a U.S. government official who knows salmon conservation. One is a State of Alaska official who knows salmon conservation. Four must have experience with Yukon River salmon fisheries. The Secretary of State appoints the U.S. official. The Governor of Alaska appoints the Alaska official. The Secretary of State also appoints the four Yukon fishery members from lists the Governor provides, with at least three nominees for each seat. The Governor can use suggestions from expert organizations. Among the four Yukon members, at least one must represent Lower Yukon fishing districts, at least one must represent Upper Yukon fishing districts, and at least one must be an Alaska Native. The Secretary of State and the Governor may each name alternates who meet the same qualifications to serve if a member is absent. Members and alternates serve four-year terms and can be reappointed. If someone leaves early, a replacement serves the rest of that term. Decisions by the U.S. side of the Panel must be made by agreement of the Alaska official and the four Yukon fishery members. Panel members may consult other interested people as they think appropriate.
