Create a new "Forest Service Operations" account by October 1, 2020. It must pay for central Forest Service admin costs, including staff pay for certain headquarters offices (Chief’s Office; Work Environment and Performance; Business Operations Deputy Area; Chief Financial Officer), building upkeep and leases, utilities, communications, business services, information technology and cybersecurity, and other needed administrative support. After the account exists, the Secretary may use Department appropriations for fiscal year 2021, including any continuing appropriations available before a regular appropriations law. The Secretary may move unused Forest Service funds from current or past appropriations into this account, but must tell the Senate and House Appropriations Committees within 5 days of each transfer. Money set aside for wildfire suppression under section 901(b)(2)(F) of title 2 may not be moved. By November 1, 2020, the Secretary must set a preliminary baseline for transfers and send a report to those Appropriations Committees showing each transfer, tables comparing fiscal year 2020 levels and adjustments (including rescissions and transfers), budget activity and program details as in the Budget Appendix, and which funds are tied to specific activities.
