Creates a new Treasury account called the Forest Service Nonrecurring Expenses Fund. Unused balances from expired discretionary accounts and from discretionary no‑year accounts that are at least four years old can be moved into the Fund if the Chief of the Forest Service says they are no longer needed. Money in the Fund is available until spent and can be used along with other funds for things like information technology, administrative costs (for example utilities and leases), facility upkeep or construction, and road maintenance, but the Office of Management and Budget must approve uses. Before any Fund money is committed, the Forest Service must give written notice to and get prior approval from the House and Senate Appropriations Committees under the Act’s reprogramming rules.
