The Secretary may pay all or part of the costs to lease, seed, and fence public rangeland outside national forests and private land next to or mixed with Forest Service land, using money for national-forest protection, when it is in public interest. The Forest Service must control the land by a lease or agreement the Chief approves. Limits: 1,000 acres per private owner; 25,000 acres per fiscal year; leases up to 20 years.
