Local advisory boards must be set up for each national forest or part of a forest when a majority of that area's grazing permit holders ask the Secretary of Agriculture. Boards that existed and were recognized on April 24, 1950 keep serving until a new board is elected under rules approved by the Secretary. Each board must have 3 to 12 members who are grazing permit holders for that area. A State game agency can add one wildlife advisor. Boards must meet at least once a year and more often if needed or when the chairman or the Secretary calls a meeting. If someone affected asks, the Secretary or an authorized representative must send questions about changing, denying, or reducing a grazing permit, or about creating or changing an allotment, to the local board for advice. If the Secretary rejects or changes the board’s advice, he must give the board written reasons. The Secretary must also notify any board at least thirty days before issuing regulations that would greatly change grazing policy or affect permit holders’ preferences. Boards may also send the Secretary recommendations about grazing rules, seasons, capacity, or other local grazing matters.
