The Secretary may charge fees for making, copying, or using the name or character "Woodsy Owl" and the slogan "Give a Hoot, Don't Pollute" when they are used as a symbol for a public-service campaign to promote wise use of the environment and programs that help keep and improve environmental quality. All fees collected under this law must go into a special account. That money may be spent only to support and continue the Woodsy Owl campaign.
