Federal payments to any State‑certified college or university for forestry research cannot be more than the money that college budgets for that research from non‑Federal sources in the same fiscal year. For the fiscal years ending June 30, 1971, and June 30, 1972, the Virgin Islands and Guam do not have to provide matching funds and may use their authorized amounts to pay the full cost of forestry research. The Secretary may pay funds after the college’s official in charge of the forestry research certifies the expenses. If a college does not budget as much non‑Federal money as it would be eligible to receive, the Secretary will redistribute the unused Federal funds to other eligible colleges in the same State, or if none qualify there, to qualifying colleges in other States. If a State cuts its own funding to a certified college because the Federal allotment rose, the college’s next allotment will be reduced by the same amount, and the Secretary will redistribute that reduction the same way.
