The Secretary must write rules and provide advice and help through a cooperative State forestry research unit in the Department to carry out the subchapter’s goals. The Secretary must appoint a council of at least 16 members that represent Federal and State agencies, the forest industry, eligible forestry schools, State agricultural experiment stations, and volunteer forest groups. The council must meet at least once a year, send a report on regional and national forestry research planning and coordination, advise on how funds are divided, and the Secretary must seek its advice at least once a year.
