Lets the Secretary of Agriculture and the Secretary of the Interior create cooperative sustained-yield units by official declaration when they think it will help the public. These units combine federal forest land they manage and other land that can be added under cooperative agreements with private landowners authorized by section 583a, to keep timber supplies and forest benefits (water, stream flow, soil protection, climate improvement, and wildlife) steady for industries, jobs, communities, and taxable forest wealth.
