The Secretary of Agriculture and the Secretary of the Interior may each create a sustained-yield unit of federal forest land when a town or towns mainly depend on selling timber or other forest products and normal sales won't keep the community stable. They can set the unit's boundaries, and sell timber and forest products from it without competitive bidding, under any conditions they think necessary, to responsible buyers in those communities at prices at least equal to appraised value.
