If a private forest landowner or a buyer of timber from land under a cooperative agreement fails to follow that agreement, the Attorney General, when asked by the Secretary, can go to a federal district court to force compliance. The district court can hear the case and issue temporary or final orders to make the parties follow the agreement. "Owner" includes heirs, successors, and assigns.
