Defines "federally owned or administered forest land" as forest land where the United States has a legal claim that lets it control how trees or other forest products are managed or sold. It excludes land set aside now or later for purposes that conflict with that control. It also includes trust or restricted Native American land (tribal or allotted) only if the tribes or individual Native Americans involved agree.
