Most members must have education or real experience in natural or cultural resource management, law, or research. The Board should, when possible, include different points of view on resource issues. The Chief of the Forest Service is a nonvoting member. The Secretary must appoint the Directors within one year from November 16, 1990. The Board elects a Chair from its members for two years. A majority of current voting members is a quorum. The Chair calls at least one meeting a year. Members are unpaid but may be reimbursed for travel and subsistence up to amounts allowed under 5 U.S.C. 5703. The Board can hire staff, adopt bylaws, and take other steps to operate. Staff may be hired only when funds are available and need not follow certain Title 5 hiring and pay rules.
