The Secretary can give the Foundation $500,000 each year for two years starting October 1, 1992, to help open an office and pay startup costs. Those dollars stay available until the Foundation spends them for allowed purposes. From fiscal years 2016 through 2023 the Secretary can also provide matching money for the Foundation’s administrative and project costs, including approved reimbursements, up to the federal per diem rates in effect at the time. The Secretary may let the Foundation use Agriculture Department staff, buildings, and equipment with full, partial, or no payback, under limits and terms the Secretary sets.
