Title 16 › Chapter 3B— SOIL CONSERVATION › § 590a
Soil erosion on farms, rangeland, and forests is called a national danger, and the Secretary of Agriculture must lead and coordinate efforts to stop it. The goals are to preserve soil and water, improve soil and water quality, control floods, protect reservoirs and keep rivers and harbors navigable, protect public health and public lands, and help reduce unemployment. To do this, the Secretary may (1) study and survey erosion, share the findings, and run demonstration projects; (2) carry out prevention work like engineering fixes, different farming methods, planting vegetation, and changing land use; (3) work with or give aid to other agencies, groups, or people under conditions the Secretary sets; and (4) acquire land or land rights by purchase, gift, condemnation, or other means when needed.
