Title 16 › Chapter 3B— SOIL CONSERVATION › § 590f
Congress may provide whatever money is needed to carry out this chapter. Money given for producing or buying nursery stock by a Federal agency, or money a Federal agency gives to States for that purpose, may be used for no more than three fiscal years. A Conservation Technical Assistance Fund is created in the U.S. Treasury and run by the Secretary of Agriculture. Fees under section 590c(4), late payments, interest, and other amounts allowed under 31 U.S.C. 3717 are deposited into the Fund. Money in the Fund can only be spent if Congress approves it in advance, only for carrying out this chapter, and it stays available until spent.
