Title 16 › Chapter 80— NEOTROPICAL MIGRATORY BIRD CONSERVATION › § 6104
The Secretary must create a program to give money for projects that help conserve neotropical migratory birds. Individuals, businesses, government agencies (U.S., state, local, or foreign), other entities under U.S. or foreign jurisdiction, and international organizations can apply. Proposals must name the person in charge, state the project goals, list who will do the work and their qualifications, and give a timeline and budget that shows any matching funds. Proposals must also show how the work will help birds in the United States, Canada, Latin America, or the Caribbean; describe local public involvement and consultation with wildlife and government authorities; respect historic and cultural resources and laws; explain long-term sustainability; and include any other information the Secretary asks for. Anyone who gets funding must send periodic progress and outcome reports the Secretary requires. The federal share of each project cannot be greater than 33.3 percent. The non‑federal share cannot come from any federal grant program. For projects in the United States or Canada, the non‑federal share must be paid in cash. For projects in Latin America or the Caribbean, the non‑federal share may be cash or in kind.
