Title 16 › CHAPTER 82 — GREAT APE CONSERVATION › § 6303
The Secretary must use money from the Fund, if funds are available and after talking with other federal officials, to pay for approved projects that help conserve great apes. Wildlife authorities in ape-range countries, the CITES Secretariat, or any person or group with proven ape-conservation skills can apply. Proposals must say what the project will do, who will run it and their qualifications, how it will be carried out and checked, how long it will take and how much it will cost, what matching money is available, and any government support if needed. The Secretary will share each proposal with other federal officials within 30 days and, after consulting with the governments where the work will happen, will decide and tell the applicant and those governments within 180 days, as long as funds are available. The Secretary can approve projects that help carry out conservation, reduce human-ape conflicts, improve enforcement of CITES and other laws, create good science and monitoring about ape numbers, health, habitat, or threats, support cooperation among governments, communities, and groups, or tackle root causes like illegal bushmeat trade, disease, lack of local capacity, or habitat loss. Preference is given to projects that are designed for long-term success and that bring matching funds. Grants must include regular reports to the Secretary, and reports and other project documents must be public. Grant money cannot be used for captive breeding except to breed apes for release to the wild, and then only if no other conservation method works. The Secretary may convene an expert panel no later than one year after March 12, 2019, and every 5 years after that, with representatives from range countries and experts to set priorities; the panel is not subject to chapter 10 of title 5. The Secretary may also award multiyear grants for up to 5 years but may still fund projects year by year.
