Keeps the Secretary of the Interior's powers under section 3 of the Act of August 25, 1916 and under sections 51–54 to sell or remove timber and to destroy animals or plants that harm national parks in order to control insects, disease, or protect scenery and historic or natural features. These powers remain in effect despite sections 57, 58, and 60–65.
