Title 16 › CHAPTER 83 — CORAL REEF CONSERVATION › § 6410
Creates the Ruth D. Gates Coral Reef Conservation Grant Program to give grants, when money is available, for projects that conserve or restore coral reef ecosystems ("coral reef projects"). The federal share of any project normally cannot be more than 50 percent of the total cost, but the Administrator can waive that if an applicant really cannot meet the match and the project’s benefit is strong. The non-federal share can be cash or in-kind help. Eligible applicants include covered reef managers and covered Native entities, regional fishery management councils, designated coral reef research centers, coral reef stewardship partnerships carrying out an approved action plan, and qualified nongovernmental organizations or research institutions with coral reef experience. Grant proposals must name who will run the project, show qualifications, state the purpose, give time and money estimates, show local government support, describe matching funds, explain how the project meets approval criteria, and, for stewardship partnerships, say how the work fits the action plan. The Administrator must review proposals against set criteria, get written comments from relevant government authorities, arrange merit-based peer review, and then approve or deny within 180 days, sending written notice and summaries of reviews and comments. Approved projects must follow the National Coral Reef Resilience Strategy and any local coral reef action plans and must help reef conservation or restoration through activities like solving use conflicts, improving law compliance, monitoring water quality, safer anchoring, mapping reefs, advancing research and restoration methods (including genetic and breeding work), and creating or maintaining coral nurseries or gene banks. Each year, as possible, at least 40 percent of funds must go to U.S. Pacific areas and at least 40 percent to the Atlantic/Gulf/Caribbean areas. No more than 67 percent of each region’s funds may go only to projects from stewardship partnerships that follow action plans, and of those partnership funds, between 20 percent and 33 percent should go to federal stewardship partnerships when viable applications exist. The Administrator can consult the Secretary of the Interior and the Task Force for guidance.
