The Secretary of Agriculture must run a program to map, monitor, and study forest stands, especially hardwoods, on units of the National Forest System (except those created from the public domain) and on private forest land if the owner agrees. The work must spot and assess early threats (like insects, disease, invasive species, fire, weather, and other sudden events), track forest loss and poor regrowth, measure carbon uptake, and promote practices to prevent further damage. The program must also include an early warning system so managers can isolate and treat threats before they spread and stop large outbreaks like the American chestnut blight. Up to $5,000,000 was authorized for each of fiscal years 2004 through 2008.
