Title 16 › CHAPTER 85 — MARINE TURTLE CONSERVATION › § 6603
Provides money from the Fund to help projects that protect marine turtles, freshwater turtles, and tortoises, when money is available and after consulting other federal officials. Eligible applicants include wildlife authorities of foreign countries or U.S. territories that have turtle habitat and whose actions affect turtle conservation, or any person or group with proven expertise. Proposals must explain the project's purpose, name the project leader, list the team’s qualifications, describe how the work will be done and checked, show staff and local roles and logistics, give a budget and timetable, show government support when needed, list any matching funds, and include any other information the Secretary asks for. After getting a proposal, the Secretary must give a copy to other federal officials within 30 days and review the proposal. Within 180 days, and after talking with other officials and the government(s) where the work will happen, the Secretary will approve or deny the project and send written notice to the proposer, federal officials, and those governments. Projects must help bring back, protect, and keep healthy a viable wild population by supporting a conservation program in the country or territory. Preference goes to long-term projects and those with matching funds. Grant recipients must send regular progress reports that become public. The Secretary can award multiyear grants for up to 5 years but may still give one-year grants.
