Land made available to the Secretary of the Interior under sections 661 and 663 or other permission must be managed by the Secretary, either directly or through cooperative agreements under section 661. The Secretary must create and follow jointly approved general plans and rules to protect and manage wildlife, its resources, and habitat, and those rules must not conflict with state fish and game laws. Land useful to the National Migratory Bird Management Program may be given free to a State wildlife agency if both agree, and the Secretary can take back control if the State withdraws.
